GFT is seeking a talented Transit Capital Program Manager to join our team in Baltimore, MD. This is a hybrid position, with a requirement to report onsite to client offices three days per week.

What you’ll be challenged to do:
The Transit Capital Program Manager will support oversight of a large-scale capital delivery program by reviewing and coordinating project activities across all phases of the project lifecycle. This role works directly with client-side leadership, project managers, and key stakeholders to align project scopes, schedules, and budgets with broader program and operational priorities.
In this capacity, the successful candidate will be responsible for the following:
Support leadership in managing program-wide scope, sequence, and schedule for capital repair, enhancement, and expansion projects.
Review and analyze capital project data to ensure alignment with lifecycle asset management goals and agency-wide priorities.
Conduct and manage development and evaluation (D&E) studies as needed to assess feasibility, bundling opportunities, or strategic alignment.
Coordinate project planning efforts, supporting integration of capital improvements with ongoing operations and maintenance activities.
Monitor and maintain comprehensive datasets to track project status, risks, and dependencies.
Develop and improve internal processes and tools that enhance project integration, performance tracking, and strategic planning.
Support development of long-term (5-, 10-, and 20-year) capital program pipelines and funding strategies.
Assist in minimizing disruptions to service by coordinating with project delivery and operations teams.
Prepare and deliver documentation, dashboards, and reports for leadership and stakeholders.
Provide additional program support as needed.
What you will bring to our firm:
Bachelor’s degree in Engineering, Construction Management, or a related field.
Minimum 10 years of relevant experience in engineering, construction, or project management within transit and/or transportation infrastructure.
Proven experience supporting or managing projects across all lifecycle phases—planning, design, procurement, construction, monitoring, and closeout.
Demonstrated ability to think critically and strategically in complex project environments.
Strong communication, facilitation, and analytical skills.
Familiarity with public transit systems and capital program requirements.
Proficient with Microsoft Office, particularly Excel, and scheduling tools such as Primavera P6 or MS Project.
PE license in Maryland is required.
What we prefer you bring:
PMP certification is preferred.
Experience working within a public agency or in an embedded consultant role is strongly desired.
Familiarity with Maryland-based transit agencies or MTA project delivery processes is a plus.
Ability to synthesize technical and operational data for decision-making.
Experience developing capital planning and program integration documentation.
Compensation:
The salary range for this role is $150,000 – $200,000. Salary is dependent upon experience and geographic location.
