Our Woodbury (Long Island), New York location is seeking a qualified environmental engineer or scientist to perform licensing and permitting assignments in support of the PSEG Long Island $2.4 billion, 5-year capital improvement program covering the Long Island/Rockaways, New York service territory. The ideal candidate will have experience with reviewing project scope, including designs and proposed actions, to identify applicable Long Island Rail Road (LIRR) and New York State Department of Transportation (NYSDOT) permit and environmental tasks to obtain permits and related approvals. The ideal candidate will have experience with the preparation of permit/approval application packages, preparation and review of Environmental Due Diligence reports, and understanding of wetlands and sensitive ecological environments.


Environmental Engineer/Permitting Specialist:



  • Coordinate with client/Project Management/Program Management team for the successful delivery of a capital program
  • Identify all required LIRR, NYSDOT and environmental permits and assessments for multiple projects and track the status of all permits through the acquisition process
  • Provide license & permitting, and environmental assessment support for a capital program
  • Coordinate with Project Managers and client stakeholder to determine project permitting requirement needs, schedules and costs
  • Plan, organize, and time-manage work assignments to meet required objectives and deadlines.
  • Prepare supporting documents and permit applications related electrical transmission, distribution, and substation projects associated with the following stakeholders or process:
    • Long Island Rail Road (LIRR) Crossings and Longitudinal permits
    • NYSDOT permits
    • NYSDEC Environmental Quality Review (SEQR) process
    • NYSDEC Wetlands Permits
    • Phase I/II Environmental Site Assessment process
  • Self-start and time-manage assignments based on client objectives and deadlines
  • Work in a collaborative team environment
  • Advocate and/or negotiate with regulatory agencies and third parties on behalf of client
  • Prepare reports and applications as-needed by management in MS-Excel and MS-Word
  • Understand and read electric utility industry specifications and drawings
  • Speak, read, and write in the English language



  • Bachelor’s Degree in Environmental Engineering or Science, or related technical field
  • Minimum seven (7) years direct experience with licensing and permitting.

Experience Qualifications:

Experience working with the following regulatory rules, process, or procedures:

  • Federal Emergency Management Agency Floodplain Approval
  • National Marine Fisheries Service Consultation – Concurrence that Essential Fish Habitat Assessment is not required
  • New York State Parks, Recreation and Historic Preservation- SHPO Consultation
  • New York State Office of General Services (OGS) - easement for lands underwater
  • New York State Department of Environmental Conservation (NYSDEC) – Permit (401 Water Quality Certificate)
  • NYSDEC - State Pollutant Discharge Elimination System (SPDES) General Permit
  • NYSDEC Natural Heritage Consultation and Database request
  • New York State Department of State – Coastal Assessment (Federal/State)- No Objection to Funding and Coastal Consistency Concurrence
  • USACE -  Department of the Army Individual Permit
  • USACE – Nationwide Permits for general and permit specific conditions
  • USACE Section 10 Rivers and Harbors Act
  • United States Fish & Wildlife Service Consultation


Skill Requirements:

  • Proficient in MS-Excel and MS-Word applications
  • Proficient in reading and understanding civil and electrical utility industry specifications and drawings.
