Our Woodbury (Long Island), New York location is seeking a qualified electrical utility estimator for the PSEG Long Island $2.4 billion, 5-year capital improvement program in Nassau and Suffolk Counties, New York. An ideal candidate will be able to estimate quantities, labor, equipment, material, and technologies from conceptual, design, and construction documents at various phases of development. Estimating experience of electrical transmission, distribution, and substation utilities is required.


Electrical Utility Estimator:

Develop electrical transmission, distribution, and substation project cost estimates at various phases of project development.



  • Prepare estimates for electric transmission, distribution and substation projects in various phases of development.
  • Use engineering drawings to perform take-offs to prepare time, cost, materials and labor estimates
  • Prepare conceptual cost estimates from one line diagrams and general arrangement drawings.
  • Prepare cost estimate reports in MS-Excel as requested by management.
  • Participate in estimate review process with internal stakeholders.
  • Assess project cost performance by comparing actual data to project estimate and contractor bid prices
  • Communicate with project management on proposed changes and adjustments to cost estimates
  • Collect, analyze, and archive project estimate and actual data for future estimating use by the organization.
  • Proactively consult with businesses, suppliers and vendors for material, equipment, and method alternatives and costs, including technology enhancements in order to recommend the most cost effective options that meet requirements.
  • Work in a team environment whereby team members are able to discuss relevant issues freely and where there is a strong emphasis on continuous improvement, questioning the value of every activity and creating better solutions.
  • Self-start, seek out information, and time manage assignments based on objectives and deadlines



Minimum Education and Experience Requirements:

  • Bachelor’s Degree in Engineering, Construction Management, or related technical program
  • Minimum four (4) years of electrical transmission, distribution, and substation estimating experience.

Knowledge Qualifications:

  • Knowledge of labor, material, equipment, and technology costs and production rates for High Voltage Substation/Transmission operations and projects
  • Current industry estimating standards and resources.
  • Electric utility operating policies, processes, and procedures (FERC/NERC, Sarbanes – Oxley requirements)

Skill Qualifications:

  • Proficient in MS-Excel
  • Able to different estimate types, classifications, and components based on project phase.
  • Ability to prepare conceptual cost estimates from electrical one-line diagrams and general arrangement drawings.
  • Ability to prepare bill of materials from electrical one-line diagrams and general arrangement drawings.
  • Ability to read and understand electric utility industry specifications, drawings, and bids
  • Ability to enter, assess, and update data in EOS Group Sage/Timberline Estimating enterprise application
  • Ability to use SAP Financial enterprise application
  • Ability to use Oracle Primavera P6 PM scheduling enterprise application
  • Able to speak, read, and write in the English language
  • Able to plan, organize, and time manage work assignments to meet required objectives.
