    What You Will Do

     

    In capacity of Construction Manager, you will effectively lead, plan, direct, and manage staff and deliverables associated with the construction and maintenance of structures, facilities, and systems with a focus in Commercial Rail operations. 
    Participate in the conceptual development of construction and oversee its organization, scheduling, and implementation. In addition, you will manage project teams responsible to inspect, maintain, repair, and overhaul facilities, track, platform, signals and other  construction requirements.   

     

    Responsiblities Include:

    • Oversee construction management, implementation of processes and the management of contractors.
    • Provide construction management expertise, advising on area to include construction, implementation and constructability
    • Required attendance at pre-possession planning meetings, construction/ implementation review meetings, etc.
    • Evaluate the progress on site against the program and agreed milestones. Use this information to provide accurate updates to the project team.
    • Lead review of long term scheduling effort and required deliverables needed for successful project execution.
    • Undertake, or arrange for others to undertake, suitable inspections/ audits for the project works being managed in regard to safety, quality, environment, engineering/ design compliance, functionality, and commissioning.
    • Maintain accurate records for the project works being managed and communicate information regarding construction management to the rest of the project team in a timely and effective manner.
    • Review regular cost reports and utilize data for improving field productivity.
    • Identify areas where a continuous improvement approach to construction management could bring benefit.
    • Managing compliance with Customer specifications, requirements and standards for facilities and track inspection and measurement equipment.
    • Oversee Operation of Commuter Rail Infrastructures; including track, right of way, bridges and buildings, signal and communication and work equipment.
    • Provide support and insight in relation to Commuter Rail, Customer Service and Rail Operations.
    • Communicate risks to stakeholders and project sponsors; escalate issues and risks for mitigation.
    • Manage relationships with project stakeholders, including internal and external clients and vendors, keeping stakeholders informed of progress and issues to manage expectations on all project requirements and deliverables. Facilitate regularly scheduled project meetings as necessary

    Minimum Qualifications

     

    • Bachelor's Degree in Construction Management, Engineering, Business, or a related field.
    • Minimum of 15-20 years of Construction Project Management experience in commercial, civil or rail.
    • Professional Engineer in the Commonwealth of Virginia 
    • Relevant experience of transit construction or rail construction management
    • Experience with resource management including employees. subcontractors, and consultants, to deliver on time and within budget guidelines. 
    • Experience working with any of the following Northern Virginia railroad or transportation agency clients (Virginia Railway Express, CSX Transportation, Norfolk Southern, Amtrak, state DOT rail programs, transit authorities)
    •  Knowledge and experience of Federal and State transportation regulations and programs, including FTA, FRA, FHWA, DOT and NEPA.
    • Professional railroad experience in the following areas: Railroad engineering operations; direct responsibility for right of way, signal, infrastructure inspection and maintenance in compliance with FRA regulations (Code of Federal Regulations Title 49, Chapter II, Parts 200-299) and AREMA and American Railway Engineering Association (“Area”) Standards and Recommendations.

    Preferred Qualifications

     

    • Local qualified candidates are highly encouraged to apply. Others will be needed to relocate to the Northern Virginia area. 
    • Comprehensive understanding of complex Railroad infrastructure and Railroad operations.
    • Project Management experience and demonstrated profitability managing projects including projects with geographically dispersed vendors and subcontractors.
    • Demonstrable experience of the implementation of health, safety, environmental and quality management processes.
