    What You Will Do

    The Transit and Rail Business Line of Gannett Fleming ir looking for a Senior Proposal Specialist to lead, coordinate, and support strategic company pursuits, including the development and production of proposals and presentations. The Senior Proposal Specialist should possess a broad knowledge of proposal best practices and procedures; demonstrate excellent inter-personal and communication skills; have the ability to lead by example and collaborate with people across the organization to provide outstanding client service and excellent proposal and related support; and be driven by a strong will to succeed and deliver quality products.


    The nature of submittals will include project-specific Statement of Qualifications (SOQs), Expressions of Interest (EOIs) and Proposals for local, state, federal, and private clients.  The position will be based in Gannett Fleming’s Seattle or San Francisco office.

    • Performs detailed analysis of SOQ and RFP requirements; prepares compliance matrices/outlines and schedules according to proposal best practices from within Gannett Fleming.
    • Organizes and coordinates proposal resources (project management/technical team input, proposal support, and graphics/print teams) and ensures completion of all assignments, review of all work, and adherence to internal best practices and quality control objectives
    • Provides writing support, including, but not limited to developing rough drafts and detailed outlines for any section, supporting development of storyboards, and writing and tailoring resumes, project descriptions, summary paragraphs, action captions, and benefit statements
    • Schedules, facilitates, and documents proposal kick-off and review milestones in accordance with best practices. Compiles and distributes meeting notes and review comments from all proposal meetings. Ensures incorporation of all changes
    • Provides routine assistance to other proposal teams and under direction of other Proposal Managers or other Proposal Specialists
    • Supports interview teams and other sales presentation needs
    • Researches and compiles information from both external and internal sources, including a variety of databases and data sources (internet, company intranet, previous proposals, etc.)
    • Archives proposal content by uploading to appropriate internal databases or servers as part of proposal closeout procedures
    • Participates in required training and knowledge sharing activities and demonstrates progressive ability over time to incorporate best practices into daily work assignments
    • Performs self-check of work products and coordinates independent quality control review and compliance checks during the lifecycle of the proposal and in strict accordance with internal quality and proposal development procedures.
    • Supports and participates in, as appropriate, strategic planning discussions and activities.
    • Supports or leads strategizing organizing, scheduling and conducting marketing meetings.
    • Participates, as appropriate, in industry trade associations such as CUTA, WTS, APTA, ACEC, etc.  
    • Other duties as assigned.



    Minimum Qualifications

    • Degree in Marketing, Journalism, Communications, Business or applicable field related to Gannett Fleming’s core business or comparable and relevant professional experience
    • Minimum 8 years of combined prior proposal experience is required
    • Minimum 5 years of experience with RFP responses and some section writing experience. 
    • Familiarity/experience with architectural, engineering, design, and/or construction management services for transportation, transit and rail, water, or related market sectors
    • Excellent leadership, professional writing/editing, communication, and organizational skills
    • Strong ability to perform multiple tasks concurrently while meeting quality objectives
    • Competency in Microsoft Office applications
    • Additional knowledge and experience with Adobe Creative Cloud InDesign is helpful
